City Of Upland Sends Measure N to Voters for Approval
November voters to decide funding for infrastructure and public safety.
Upland, CA – August 15, 2024 – The Upland City Council approved submitting Measure N, the “City of Upland Infrastructure, Public Safety and City Services Measure,” to voters for the November 2024 election. If approved by a majority of voters, Measure N may generate approximately $20 million annually to maintain and improve Upland streets, sidewalks, and other infrastructure; maintain essential services such as 9-1-1 response; and reduce homelessness to enhance neighborhood safety. Measure N is a proposed one-cent sales tax that will generate revenue specifically for Upland. By law, Measure N funds cannot be taken by the State or County and can only be used in Upland.

Mayor Bill Velto, stated, “The City Council continues to reinvest in Upland, by paving streets, repairing potholes, and ensuring our police officers are able to respond to 9-1-1 emergencies quickly. We are absolutely committed to improving the quality of life in Upland and know that residents and businesses support maintaining City services.”

In addition to reinvesting in City infrastructure and public safety, Measure N mandates citizen oversight, audits, and disclosures. Upland has made substantial efforts to increase transparency and citizen oversight by launching the City’s new financial transparency website: uplandca.gov/financial-transparency. Any resident, business, or individual can evaluate the City’s performance on fiscal matters at the transparency website, including Measure N, should voters approve.

Michael Blay, Upland City Manager, continues to shepherd the City towards reinvestment and stabilization by focusing the City on the fundamental issues. Blay said, “Upland residents are aware of the ongoing need to maintain essential services. Key priorities include repairing streets and aging infrastructure, ensuring that our police department can continue to improve public safety, and maintaining transparency in local government. Measure N is designed to support these critical needs.”

Additionally, Measure N has a number of exclusions and will not apply to essentials like groceries, medical care, prescription medications, or utilities like gas, electricity, and water. Additionally, purchases made with CalFresh benefits are excluded.
