Letters of Support and Opposition
A broad coalition of labor, business, infrastructure, social justice, and nonprofit organizations strongly supports a proposed budget trailer bill aimed at streamlining the approval process for the Delta Conveyance Project (DCP). The letter argues the bill is not about bypassing public input, but about eliminating outdated and redundant processes that delay progress and drive up costs. The DCP is seen as vital to protecting California’s water supply—particularly the State Water Project (SWP)—from the effects of climate change. Delays in DCP implementation threaten water reliability, affordability, and could cost ratepayers $600 million annually. The project promises to create union jobs, protect disadvantaged communities, and deliver more affordable water than alternatives like desalination. The coalition urges Governor Newsom and legislative leaders to support the trailer bill to ensure timely advancement of this critical infrastructure.

Advocacy for Magnolia villas – ahsc round 10 application:

The Upland Chamber of Commerce actively advocates for projects that strengthen the local economy and support a thriving downtown. In March 2026, the Chamber submitted a letter of support for Magnolia Villas, a proposed 93-unit very low-income affordable housing development located in Downtown Upland. Positioned near the Upland rail station and within walking distance of businesses, services, and employment opportunities, the project reflects the Chamber’s commitment to smart growth, transit-oriented development, and economic vitality. By supporting responsible housing development, the Chamber helps expand workforce housing, increase foot traffic for local businesses, and promote sustainable growth in the community.
Advocacy for Senate Bill 1392:
March 11th, 2026
The Upland Chamber of Commerce submitted a letter of support to the California State Legislature advocating for Senate Bill 1392, which proposes limited smog check exemptions for qualifying collector vehicles that are at least 35 years old and primarily used for exhibitions, parades, and similar events. The Chamber highlighted the positive economic impact that classic and collector vehicles have on local communities, including increased tourism, community events, and support for small businesses such as restoration shops, parts suppliers, and local restaurants. By supporting SB 1392, the Chamber is advocating for balanced policies that preserve California’s automotive heritage while supporting small business activity and community engagement.
